The EU Packaging and Packaging Waste Regulation (PPWR), Regulation (EU) 2025/40, applies from 12 August 2026. Because it is a regulation, it applies directly in every member state, replacing much of the old directive-based patchwork. The European Commission published implementation guidance on 30 March 2026.
What starts in August, and what comes later
- 12 August 2026 is the general application date. Limits on PFAS in food-contact packaging apply from this date, as do new rules on producer responsibility, including authorised representatives for producers established outside a member state.
- Later phases cover harmonised labelling, recyclability performance grades, minimum recycled content and limits on empty space, mostly from 2028 to 2030.
Why this matters to paper and clear packaging
Our own brands sell paper and clear bags used for baking, gifting and food. For products like these, the immediate questions are about materials and evidence:
- PFAS. Grease-resistant papers and some coatings have historically used fluorinated chemistry. Supplier declarations and, where appropriate, test reports should confirm compliance with the new limits.
- Intended use. Whether a product is sold for food contact determines which requirements apply. Listings should match the evidence.
- Producer responsibility. Who is the producer in each country, and who represents a non-EU producer, should be settled before August.
Our preparation list
- Collect supplier declarations for every paper and coated component.
- Review listing claims about food use in every EU marketplace.
- Map each product to its producer and representative per country.
